I do, however, take issue with your second point regard the alleged "thesis" assumption. Yes, Mike Carona named Jack Anderson as acting sheriff before his resignation to fight FBI corruption charges. But the board could have ended that move almost immediately in January. Instead--just a Mike Schroeder wished (hey, now we're back to the real thesis!)--the board, with pivotal help from Janet Nguyen, left Anderson in the role for half a year. There was no 2-2 tie break. There were only three Supes at that meeting (Bates had a car accident and Campbell was out of town). Secondly, this thesis assumes the Supes name the Acting Sheriff.
