Surfed over to TheLiberalOC.com today and found that Chris Prevatt has posted (here) the audio of 9-1-1 calls and the police dispatches relating to Westminster City Councilman Andy Quach‘s drunk driving crash on August 1 that severed a power pole and cut off power to 300 people. (Then he plowed into the concrete wall, shown in photo.)
So the Bolsavik called the Westminster PD and Sgt. Dan Schoonmacher confirmed the audio is authentic.
Part of the audio has the call coming in from the driver whose car Quach had hit.
Contrary to earlier reports, when he called 9-1-1 the driver said he’d been hit pretty hard and thought he’d been injured.
The Bolsavik also called Assemblyman Van Tran, who brushed off the post. Said he, “They’re 9-1-1 calls. They are what they are.”
Prevatt is, of course, politically on the other side of the Van Tran gang. In fact, back in 2000 Prevatt ran for Garden Grove City Council and his opponent was Tran.

We now know that Van Tran was there at the scene and tried to interfere with the investigation to a point that the police threatened to arrest him.
Questions are being asked right now in the community:
1. Who was in the car with Andy Quach when he mowed down the utility pole and plowed his car into a residential wall? Was he alone or somebody else was in the passenger seat? This could be easily determined by looking at the passenger side airbag activation.
2. If Van Tran was with And Quach and left the scene and then came back afterward, this is serious cover up and it shows the lack of judgement by Tran for allowing Andy to drive drunk.
3. Were there any security cameras at the scene that could shed light to the event?
Tran had so far have perfect explanation for everything. In the interview with the OC Register, he claimed that he left West Coast Sea Food at 10 PM and went home to read. At midnight, he responsed to Quach’s call. Eventhough he admitted that he could not make sense of what Quach was saying, he managed to arrive to interfere with the investigation.
This contradicts with the story that they were both at Citryst after West Coast Sea Food Buffet.

FYI: City has traffic cameras installed at various intersections. City Council had voted for many more (about 42 or 45). However, installation does take time. You can check with WPD to see if there is a traffic camera at the intersection closest to the site of the accident.
Bo May, here are some scenarios since you have a rat size inquiring mind.
1) Who was with Andy at the time of the accident —– Andrew Do was a actual driver. He was tring to invite Andy to one of Janet’s political function.
2) Who was hiding inside of the car trunk? ——– Janet, ear dropping conversation.
3) Where was the Assemblyman ? …………………… He was having a dinner with Bolsavik …..discussing Bolsavik’s possible Supervisor run.
Where was Bo May at the time of the accident ? ……….. in his bedroom ……looking at play girl megazine after calling Tyler at midnight.

I am sure the police are doing the investigation right now. Video tapes was probably being reviewed.
Van Tran and Andy Quach may get out of this mess…but who will vote for them next time around?
I myself am not counting on the video tape review. I have knowledge of many other less severe DUI cases with BAC in the 0.1’s and WPD recommends charging the drivers with felony violations while they charge AQ with misdemeanor ones. Favoritism may-be?

Well, I know they made a request for the Cytrist surveillance tape, but Amanda, the owner only gave them the tape up to 10:00 PM, citing they did not record till 12:00 PM as required by law.
1. Andy Quach was there between 10:00 and midnite which is very plausible ….now, the police have no tape to show it.
2. The police could give Amanda another infraction for not recording till to midnite.
3. Or they decided to look no further, which spell ‘FAVORITISM’.
