A Vietnamese man from El Modena is in jail, accused of a sex act in front of a 2-year-old boy, and authorities today are asking for the public’s help in identifying more victims.
Tach Van Truong (pictured), 44, was arrested on September 23, for “allegedly standing in front of his home, across the street from the child,” reports the Register here. Huh?? Arrested for standing? Standing is not a crime!
So the Bolsavik called Jim Amormino, the spokesman for the OC Sheriff Department.
Truong was allegedly ”exposing himself and masturbating,” Amormino told the Bolsavik.
At his arraignment on Monday, Truong pleaded not guilty.
The boy’s mother saw Truong standing across the street from her 2-year-old boy, and then Truong allegedly exposed himself and masturbated. The mother alerted a male friend, who chased Truong as he ran back into his home.
The Sheriff Department said Truong allegedly did the same thing on September 19, where the victim was also 2 years old. That incident was not previously reported to the police.
The Sheriff Department is releasing Truong’s picture, Amormino says, in hopes of identifying any other victims.
“The behavior is so strange and deviant, it is possible there may be other victims,” says Amormino to the Register.
El Modena is a small unincorporated area in the city of Orange.
On the OC County Jail’s database, Tach Van Truong is listed as born in 1965, 5’6″, 105 pounds, black hair, brown eyes.
He’s being held at the Central Men’s Jail on $30,000 bail.

El Modena is the neighborhood I grew up in. It is a highly hispanic neighborhood and one of the original Barrios of Orange County. My Church, La Purisima, and its Parishoners, many Hispanics, sponored many a family of refugees from Vietnam after the fall of Saigon. I rember vividly breaking up many afight between the mexican chicano kids and Vietnamese kids in my neighborhood.

Two hispanic guys working at Frys Electronics were about to duke it out because one snitched on the other. The height differential was too great, so being half drunk or stoned or plain stupid, I decided to get involved.
I pulled a John Lennon move, not Yoko Ono with the wild shreek, and asked if violence is the only solution. I had overheard one of them having a family, so I stressed the point that on the job violence will lead to two unemployed hombres and one with a family to feed. Is the fight worth ruining their personal and possibly work history regardless of the job level.
The shorter guy agreed with me immediately but the taller looked like he wanted to knock my block off for interferring with his ass kicking of the shorter dude. I must have remained there for a good ten minutes until they both came to the senses.
