I was told that many Viet coffee shop have been paying bribe to the police or the cops will visit their establishment more often to enforce the non smoking laws. Does anyone know about this extortion?

This incident happened on Sep. 3rd, 2009 and appeared on Mercury News yesterday, Oct. 25th. Seven weeks are quite a long time, isn’t it?
