A San Jose Viet homeless man was arraigned today on murder and arson charges stemming from the killing two weeks ago of a fellow Viet homeless man, reports KTVU here.
Quyen Nguyen, 41, is charged in Santa Clara Superior Court with one count of murder and one count of arson causing great bodily injury in connection with the death of 39-year-old Phuong Giang.
The police believe Giang was burned to death while sleeping in an encampment in a parking lot at 1692 Tully Road around 12:15 a.m. on Dec. 20.
Both Nguyen and Giang were transients living in makeshift encampments in the area of Tully Road and Alvin Avenue in San Jose.
The area is heavily Vietnamese, Lion Plaza is across the street, and many Vietnamese homeless people congregate there.
A fire investigator determined Giang was lit on fire while he was lying on his side in a sleeping position, police said.
Giang was pronounced dead at 12:28 a.m.
Three witnesses, one an eyewitness, each identified Nguyen as either the person responsible for setting the fire or someone running from the fire.
This is sad…what is more said is San Jose does nothing to encourage transient Viets going to homeless shelters. Then again, you can only expect this sort of conduct from San Jose community leaders.

People live on the street by their own choice, some because of mental illness, some got kicked out of their houses because of their drug and alcohol dependencies, some, sadly, because they believe it is their way of life. There are enough funded program and money to fill up your wazoo!

Our economy is hard…. but fortunately most of us can afford $10 per household member (100,000 participants x 10 = 1 mil.) and this money can be a “seed” money to purchase a small apartment complex to house our homeless people. With non- profit organization status… all donation can be tax deductible and hopefully future donated funds /goods can be used to rehabilitate our Viet homeless to return back to working job force. The volunteering high school/college students will earn extra credits and learn valuable social service skills.
